[設定]-[アプリ]-[NicoSeigaViewer]-[許可]と移動し、[ストレージ]を一度OFFにした後、もう一度[ON]にしてください。

If your android version is upper than 6.0, some function (Download, User registration)is not available in default.
Please set configuration.
Move to [Setting]-[Application]-[NicoSeigaViewer]-[Permission], Turn off [Storage] and then turn on [Storage] again.
This application is the picture viewer of NicoNico Seiga.
NicoNico seiga is a japanese famous otaku art website.
If you are interested in Japanese subculture, you will enjoy a lot of japanese subculture arts in this application.
Translate feature is prepared.
